Federal innovations during this period my be grouped into four catagories:
a) research: biomedical, behavioral and clinic research and technological development and assessment; construction adn modernization of facilities; grants and loan guarantees for hospitals, funds for public health clinics, community mental health centers and mental retardation facilities, and for community oriented health centers; strengthening public health,
b) workforce development; funds for construction and support grants for medical and nursing schools.
c) planning and regulation: establishment of participatory health planning mechanisms and regulatory process to recongnize public need, orderly development, and for assuring quality of care and strengthen accountability
